Yes, it makes sense that a helicopter designer would come up with a fan design that has superior efficiency at higher revolutions since lift is the all important criteria in flight conditions. Personally, I've never liked the idea of mounting a fan directly onto a heatsink because of vibration and the coverage gap caused by the fan's central hub. A fan mounted a minimum of 3 cm away overcomes the fan hub gap and, naturally, is not physically attached to the heatsink-processor-motherboard...

You don't have to worry about the Seasonic ST fan ramping up if your exhaust can get rid of system heat efficiently (provided you don't run too many components off it).
