Don't worry about the CPU cooler. The case uses a 1U server PSU, if the PC draws enough power, i.e. gaming the PSU fan 40mm probably 3000RPM-5000RPM will drown out EVERYTHING.

The Akasa Euler Fanless Thin ITX Case should work well with a 35W CPU and it's less expensive than other fanless cases. You need a Thin mini ITX mainboard with that case.

That process is not the root cause of the issue,it handles driver requests in kernel mode. Most likely one of the drivers is the issue.

For the Ninja plus rev B, the version using screws to attach different mounting brackets for different CPU sockets, all you need is the Scythe Mugen 2 LGA1156 Mounting Kit which can be ordered from Scythe. I paid 8€ incl. shipping and I'm using it with an Orochi.

Power consumption for Haswell Brix is very similar to Intel NUC. Zotac Zbox ID18 is such an inexpensive system that uses 2.5" disk instead of mSata, I think power draw would be 1-2W higher in idle and up to 4W higher load. The Nanoxia Deep Silence 2 or Coolermaster Silencio 550 are inexpensive alternatives for quiet cases that fit your cubby.

From a HTPC and power concious perspective Intel's Haswell based NUC might be interesting.
The use as a server is severly limited, there will be a model with room for a single 2.5" drive in December.
Does the server have to be the same as the HTPC?
