Don't worry about the CPU cooler. The case uses a 1U server PSU, if the PC draws enough power, i.e. gaming the PSU fan 40mm probably 3000RPM-5000RPM will drown out EVERYTHING.
This case will not make a SPCR recommended list.

The Akasa Euler Fanless Thin ITX Case should work well with a 35W CPU and it's less expensive than other fanless cases. You need a Thin mini ITX mainboard with that case.

If you add a graphics card to the build the better airflow and cooling capacity of the Fractal R4 are worth the extra cost.

That process is not the root cause of the issue,it handles driver requests in kernel mode. Most likely one of the drivers is the issue.
