I have a hardcano 13 and would skip it and go directly to a t-balancer. If possible wait for the new one - t-balancer bigNG. What proof do you have that nexus/yate loons do not like pwm? Mcubed rebrands yate loons for their own x-fans. I have not had problems with a t-balancer and nexus or yate loons, and I know others are using nexus and t-balancers with no problems.

There are a lot of posts about the akasa amber. Try the search function or look up the noctua heatsink review and read about the coolink fan. Akasa amber = coolink = ys tech. Nothing special.

The 120x38mm silenx looks very interesting. The fact that 38mm fans push more air at the same rpm seems important to quiet computing and I wish the subject could be explored further. The s-flex bearing is a little different from a typical sleeve bearing. It bears some resemblance to the sunon maglev with magnets that stabilize the impeller shaft. With a good watercooling system your temps should be in the low thirties at idle and low to mid forties loaded. The mcubed fans are rebadged D12SM-12 yate loons. I have no problems with nexus fans and the t-balancer. I don't run them at 350 rpm, but somehow I don't think that is the problem.
