First, the measured start-up voltage: 3.92-3.95V, depending on the position(horizontal or vertical), so it's safe to assume 4.0V as general start-up voltage. Wow, if that is the case it would be extremely crappy quality. That sounds like a big headache no matter how you do it. It seems like it would be better to do something like cutting a hole in the case and adding a nice nexus fan to get more air in and out. I've had the same problem, and I've replaced the original Yate Loon fan with Scythe Kama Flex 135mm 1200 rpm; yes, the original fan is 135 mm, which heavily restrict your choices. One more observation: the original fan use a different connector than the Scythe fan, so some soldering will be required...

I was using on a Gigabyte GA-MA785GPMT-UD2H, front-back orientation with the original fan. Temperatures wasn't too great, but neither the case(Compaq Deskpro). IMO, if you have a 65W TDP processor and a good airflow case, you can go fanless.

The 212EVO has no gaps between the heat-pipes on the processor contact side, unlike the 212+, which has some gaps; result: more surface for heat transfer.
