Sounds like a pretty ideal set-up to me. You're running with one less fan most of the time.
Do you think the PSU fan is running so much faster that it's generating more noise than the fan on your Ninja would add if it ran continuously?

I would think any TV tuner card would work. I use a Hauppauge 150 for PVR duties, but it would be perfectly suitable for what you're doing. It has composite and s-video inputs. I also have a P3 1GHz, and I totally agree with Tehfire. There's hardly any room between the power supply and the CPU socket to put a larger heat sink.
