how about an external sata enclosure that is modded for silence and removed from a main pc to some place where the noise impact is minimal?

this way you can even use regular hard drives instead of 2.5" ones...

a board that supports mobile cpu won't clock as well as the boards he mentioned. otherwise it would have been a great solution. not sure you can get that setup under 100w under any circumstance... but still, should be possible to cut the power consumption by more then 50% with all the latest tech. c...

silly marketing aside, the psu's themselves are not bad at all. i got me the 750 recently simply because it's the quietest of all the similar single rail units for that amperage that i could find.

Plextor PX 708A DVD-RW Drive will do the job of the other drives np. it reads dvds and writes cd-r and dvd-+r.

they are actually rather noisy during writes - i got several of them and they do drive me nuts sometimes :P

so, the chirping is pretty normal for these, unfortunately.
