The zalman is proven, and db ratings are extremely unreliable. Do not base your buying decisions on the db rating. Get the zalman, tried and true, not to mention the alcu probably weighs less.

hey blue, curious is the fan at the back of the case or the top of the alpha? Can it be placed at the top of the alpha to increase the distance of the fan noise from the back of the case (and maybe even foam up the inside of the duct to reduce reflections to minimize noise escaping?) Seagates are definately reliable, I can vouch for them as well. As for samsungs, they are just as quiet and faster. I'd imagine if you kept them cool they would be very reliable as well. I have experience with several seagates and currently run 2 x 1614N's. The speed boost may be my imagination but ...

I'm stuck with the abit KD7 KT400 based mobo since I've yet to find a mobo with a newer chipset that can match the flexibility of the KD7. In particular I like the option to drop vcore down to 1.1. The KD7 is an excellent mobo! Why couldn't they just drop a KT600 into the same design!? :cry:

It is a little bit loud at 5v but not too bad, much better at 4v which is what I run it at. The loudest SHOULD be the psu, like you said assuming you undervolted all of your fans.

I think every response you're going to get is going to suggest a minimum 80mm size fan, anything smaller is generally agreed to be "too whiney at high rpm and push so little air to be useful at low rpm". I agree with the overhead ghetto bracket idea.

If low noise is your number one priority, an SLK with Panaflo is better than the 7000A. The 7000A's fan at 5V is pretty quiet but still not as good as a fan you choose yourself. My recommendation stands. Remove the bottom fan, tape over the hole, and replace the stock exhaust fan. If you plug the L1A into the fan header inside the PSU, then the PSU will speed up the fan, when needed, but let it run slow and quiet, when the PSU is not too hot. This is probably what it is do...
