Force a hard drive to stay spun down?

I have a WD Blue 1TB hard drive which I use for games and cold data. It's the loudest part in my system but it should be able to stay spun down when not in use.

Even if I tell it to spin down manually, it usually spins back up within a minute or two. I'm not using any of the data on it, so I'm not sure what might be accessing it. Is there a way I can disconnect the drive from power or something to force it to stay off when I'm not using it?

An utility which let you spin down disk drives (either after an interval or manually) is HDDScan, you might try whether it works for your need.
