Was just wondering if you think this would be quieter and cooler than the Founders Edition (which was surprisingly pretty cool and quiet) ?

Impossible to say without any technical details available. There weren't any reviews for a 2-fanned MSI GTX 3060 either. Oddly, it's the highest priced of the 3 sku's, but that could be for the bump in clock speed and the rgb bling.

The Asus STRIX OC in quiet BIOS mode does have the best temp and slightly quieter than the FE.

I don't know how it compares to FE, but I would expect it being somehow better. Not long ago I had an opportunity to test used 2070 Gaming - so similar heat load and dual-fan cooler, but previous gen. During Furmark card was cool (<70C) and to my taste satisfyingly quiet (if I remember well like ~1500 rpm). I would expect 3060 Ti one behaving really similarly, so being good choice for silence enthusiast who doesn't want to compromise thermals. But there're ones noticeably better.
