I bought the Twin Turbo (arctic cooling S1/S2 is not available in Hong Kong) for my XFX 9800GTX+. Although it is much quieter than the stock fans, I'm still no satisfy with the result.
So I'm wondering:
1. if I should remove the AC fans?
2. Is passive cooling possible for the 9800 GTX+?
3. replace the stock fans with one Scythe 1200rpm?
Here is my current set up
P182
Scythe 1200rpm lower to ~750RPM X2
Core 2 Quad 2.33 with Thermalright 1200 heat sink
Corsiar HX 520

I've been thinking about a very similar setup for my computer upgrade in the near future.
With a P182 case and S1 graphics cooler I'd place a (12cm) fan in the central mounting on the HDD cage, facing the graphics card.
Then I'd make a funnel out of cardboard or plastic to direct the airflow onto the S1 cooler and out the back through some open slots.
That should provide quiet and efficient cooling!

And if you can't make that work, then you should be able to use one 800rpm Slipstream to cool the card. I'm using one to cool my Asus 8800GT with the funky "Glaciator" cooler on it. In my Antec 300, my GPU never peaks above 69C.

The zipties torque the board a little, but you wouldn't have an issue mounting to your heatsink.
