Need suggestions for new ATI card

Hi,
I need a new video card, because my onboard doesn't quite cut it with a 30" I want to buy. Unfortunately, I don't know what's good these days.
Last time I bought a normal card AGP was still the best.

My requirements are simple:

AMD/ATI
active quiet cooling. don't trust passive.
relatively cheap. well, as cheap as possible.
low wattage
don't care about gaming performance at all, so it doesn't need to be anything fancy.
HDMI, DVI

Could you give me a few suggestions please?

Radeon 4350, most of them at Newegg are passive--doesn't need active cooling at that performance level. With rebates some are under $20. Definitely under $40 even without rebates though.

Any specific 4350 that's better than the others?
Can't seem to find a test that compares the different 4350s, just 4350vs4550 etc...
Checked the prices here and they're all between 20-35EUR which is very nice.
And a 4350 will definitely be good enough for mostly office/programming work and some dvds as well as gimp on a 30" ?
