Accelero Xtreme 3/4? Will i notice any difference?

Hello!
Im planning on getting one of these to change my gpu cooler because i read a lot of good things and i think its a very good solution for the money.
The question is, is that as good as people say?
Also i want to know wich options would be the best, accelero 3 or 4?
If i choose the accelero 4 i would have to put the gpu in a pci/8 so i dont know if i should stay with the accelero 3.
Is there any bid difference in performance/noise?
Should i invest more money and go for a kraken g12 with a liquid aio?
Im looking for something very quiet.
