Fanmate placement advice with new XP-90c config

So i just purchased an XP-90c with Panaflo L1BX for my system:

Silverstone LC10m
1 80mm Intake fan
AMD 64 3200+ Socket 754 ---> (Was stock, but using Cool & Quiet)
NOW going to be the XP-90c & Panaflo
2 Rear 60mm connected to the Low connector of PSU
Seasonic S12-330
Samsung 160gb HD
Seagate 200gb HD
4 Hauppauge TV-Tuners
1 Avermedia A180 HDTV Tuner
Nvidia AGP 6600 GT

Ok, so my question is the following: I have 1 Fanmate from a previous system, so should i put that on the panaflo on the XP-90c, or is that quiet enough to where I'd have more benefit putting the Fanmate on the 80mm intake fan?

If i connect the panaflo to the fanmate then to the motherboard, does Cool & Quiet still work the same?

(no overclocking btw, this is purely a media center PC)

The Panaflo L1BX 92mm fan I have is fairly smooth at any voltage, but certainly isnt quiet unless I turn it down under 7V or so. I actually leave it at about 9V so the Dell that its used in is safely cooled. That computer is very rarely used now, so I don't mind the extra noise.

What you really need to provide is the make/model of the 80mm intake fans. If its something like a Nexus 80mm fan, I'd turn down the L1BX; if its really noisy, I'd attack that first before getting to the Panaflo.

Cool&Quiet has to do with the processor and its usage while not under load. Voltage and clock speed is ramped down when the processor isn't under load, so less heat is produced. It has nothing to do with fans.

The fanmate will lower the range of the voltage so instead of the motherboard controlling it from say 12v to 8v you will end up with 9v to 5v.

it's whatever the stock LC10m comes with, so probably Silverstone fan that they claim 2050RPM and 21dBA

and i take it i can adjust this from the BIOS? (mobo is an ASUS k8v deluxe)

Or is it 3rd party software like Speedfan?
