Windows spinning up HDDs

I'm running Vista 64, though this happened on Vista 32 and XP as well:

Every 20 minutes or so my HDDs spin up, even my external. Is there a reason for this? My drives aren't soft mounted (anymore) so I do hear this rather well, especially on my external drive. I'd like to let windows shut my drives off, but I find the spin-up noise more distracting than the constant whirr of the active drives.

its possibly the indexing service, but i'm not sure about now to stop that.

if its not indexing, then it has to do with the recovery monitoring

I have indexing off, so not that. I'll have to check on recovery.

When you open an explorer window, save as window, etc, it will often spin-up all drives to show the panel with some information.
When are your drives spinning-up? when you are doing something of when you aren't doing anything at all?
