Help on a CPU heat question

I just got into an argument on just how hot I can run the Intel E2160 cpu at.
I was going by the Thermal Design Power of 61.4 C found here.

But he insisted that he has seen it operating has high has 90 to 100 C.

Is this even possible? If so what are the odds it is CPU throttling/processor throttling and how would one go about testing for that?

CPU=Processor.

Throttling is throttling.

Anyway (pet peeves), If you're seeing temps in excess of 90C on anything (and I really mean anything), you need to take out the CPU cooler, clean the existing TIM, and remount.

Even the highest overclocked i7's get cooled well below that.

TDP is the highest safe operating temp for the case, realistically, under optimal conditions the case would never reach that temp.

Basically, to get an E2160 to reach 90-100C, you'd have to overclock the $hit out of it, and then use a stock cooler improperly mounted (3 out of 4 pushpins through the board, or a loose bolt-thru setup).

CPU-Z should show how much its throttling back due to it being too hot.

What browser did you use to view those Intel specs?

I'll bet you didn't use IE. Firefox displays the data wrong. In Firefox I saw that 0.85V – 1.5V didn't line up with VID Voltage Range, which I knew it should.

The 61.4ºC is the Thermal Specification which is the maximum CASE temperature (NOT the internal temp of the CPU) when the CPU is dissipating its maximum designed power of 65W (TDP).

Every one of those specs is linked to its definition. You kids really have to find out what the heck you're talking about.
