Empty drive bay - top or bottom?

I have an empty drive bay - currently the 4th one down from the top. For air flow & cooling, is it better to keep that bottom bay free, or would it be better to instead keep the top bay free?

I would think it would be better to keep the top bay free since hot air tends to rise. Keeping a machine cool is critical as you know so why not work with the physics of hot air movement.

It's an optical drive bay, not used for fans.

Top, and stuff it with foam. Unless it's a case with quite bad airflow.
