Best GPU for HDPlex 200w?

Upgrading my s4 mini to more modern cpu/gpu. Upgraded the cpu to 9700k which is working great. Now i am looking for the harder component, the graphics card. I've read that the 2060/1660s are about the same power draw as the 1060 (which is my current gpu). Could i get a 2070 super mini or is that playing with fire?
