I've been planning an upgrade soon, A64 and all that jazz, and was set on getting myself an Enermax Noisetaker 470W, but I then read about some issues with dual 12V rail psu's and A64 systems.

not per se
however for instance the ASUS P5AD2
decided for some strange reason to use the -5V rail something that went out of common usage with ISA buses
and thus any compliant ATX12V v2.0 PSU (Dual Rail)
wont work with it, because per the spec it doesnt have a -5V rail as it was eliminated in the 2.01 revision
and with the adoption of a new spec there has been a few isolated issues
Enermax mentioned was likely built to spec, while the mobo manufacturers have of late been less than compliant
and then there is the odd bad batch of supplies as recently evidenced by the launch of the OCZ ATX12V v2.0 supply, subsequently recalled
Id advise for you to look for the combination of mobo to supply your considering on forums if your concerned
