Not sure what the differences are between these Seasonics, which one is quietest? This will fuel a P4 1.6 with two hard drives.

I'd say go with a 350W model, the 300W would probably suffice but better safe than sorry.
For that system you wouldn't need the ATX2 S12 unless you want a psu that could handle a possible full system overhaul.
As for Tornado vs. Silencer it all dpends on your case setup, it's hard to say which would work best, the super silencers smaller fan would be quieter at a given speed, but also not cool as effectively, but then the super tornado is bringing in heat from the cpu and needs smaller voltage regulator cooling to fit the 120mm fan in.
You'll just have to make an educated guess based on which you think will work best in your system
