High-pitched whine at low load with S12-380

I just built my silent dream system (Antec P180, Seasonic S12-380) and it's great, most of the time. However, I'm having some problems with the PSU; when the CPU is heavily loaded, there is no noise out of the power supply, but when it's idling there's a soft buzz/whine. I've narrowed it down to the power supply, not any other components.

Any idea what could be happening? I've done some searching, but haven't seen any other reports of this.

These are the parts:
Antec P180, all fans on "Low"
MSI K8N Neo4 Platinum (going to add a Zalman ZM-NB47J)
Athlon64 3500+ Venice w/ Arctic Cooling Freezer64 @5v
XFX 7800GT (going to add a Zalman VF700-AlCu)
200gb Samsung hard drive
2gb RAM, DVD burner, etc.

Swap the PSU. Your PSU's coils are whining. I've had this problem before and I was unable to resolve it (tried putting sillicone on the coils).
