Sparkle 80+ 250W P/S $49, fan starts at 50% load

Details here, specs over there. Extract:

“The SPI220LE is small (fits in 1U chassis and some MicroATX or FlexATX chassis), reasonably priced ($49), and it’s completely silent since the fan doesn’t even move until you get to 50% loading which is almost never.â€

I mean it's a 250w PSU, not a 200w one.
At least also Fortron should have similar 80+ units, which also better performs as efficiency (at lowest load levels).

How is the quality on sparkle? I had heard some differing stories.

I'd be interested to know how much the draw is, currently I've got an antec 500W and the load is so small that it's pretty efficient (from what people tell me).

There are at least two other 80+ power supplies in the same form factor and power range. One is the Enhance ENP 3927b-g. The other is the Seasonic SS-250SU. All of these would seem to be great for a small, lower-power PC. Much smaller than standard power supplies; better power distribution, connectors, and price than an external brick arrangement. I've never seen a review of performance or noise, but sure would love to. Enhance and Seasonic also have a good to great reputation for reliability.

Availability does seem to be an issue, though. I've seen the Enhance at E-wiz (http://www.ewiz.com/detail.php?name=PS-E3927BG), but the Seasonic is hard to find. Those in Europe may have more luck, where Powersuppliesonline carries the model (http://www.powersuppliesonline.co.uk). Neither was particularly expensive.
