Not sure if you've all seen this before, but I came across this:

Hey, I have that one! Just bought it last week as an experiment I like it, it is a decent PSU, not silent but very, very quiet. You have to be sure your case temp stays below 30 C though, otherwise it will speed up the fan and become noisier by the minute.

It is a similar circuit design as the SilenX, they are both FSP based.
The ZM400 is actually quieter than the 300W version, the fan doesnt spin up quite so easily. What I do with all the PSUs with vent holes on the bottom is to cover them with a sheet of acetate from the inside, so that they dont suck air in from the hot CPU and spin up the fan faster.
It works, thats for sure.
BTW.. the Zalman 400 is the heaviest ATX PSU I've ever seen. Like a brick.
