It howls like a banshee, so I want to get something quieter so I can use it as a home server.
I thinking there's not much chance of finding a quiet one since servers are generally loud due to being locked away in a rack in a room somewhere and not in the hall cupboard in your house.

Well after looking at it and having a good think, I reckon I could swap the fan out as it's only got the one 40mm in it.
Sticker says it's 12v 0.5v.
I found a 19dba that could replace it, but it's 0.07v...would that be an issue? Would just mean the fan isn't spinning as fast as the one it's replacing?
Also since it's moving less air heat could prove to be an issue...
Any thoughts?

You should be able to swap the fan, but as born2code pointed out, it would be ill-advised to do so. 1U PSUs are packed very, very tightly and a low flow 40mm fan will cause overheating, I can virtually guarantee it.
Also, if you look at this picture:

You'll notice that there are 2 high speed 40mm fans for the CPU heatsink back there as well. Those are going to cause at least as much noise as the PSU fan when they're running flat out, and I suspect that you'd want to change those out as well. Again, this is going to cause a heat problem in a 1u case.
Bottom line:
The board looks like it's either ATX or a very close approximation of it. Put it in a normal-height case if you want to quiet it down.
