Quiet Drive Bay PSU's options

I have a couple of Thermaltake A2422RU Mini ITX 5.25in Bay 270W PSU's that have dual 40mm fans.

Unfortunately the fans on these emit a high pitch noise that isn't obnoxiously loud but enough that you know your system is on when the sound is off.

I have a dual height 5.25" space and have been trying to mod a regular atx psu with a more quiet 80mm fan in front, but getting the cabling and mounting right has been a PITA.

These Thermaltake's do not have a cover that can be removed and keep the mounting intact.

Are there any alternative PSU's like this that are truly silent?
