So... my PSU is only pumping out 10.3V for the +12V in SpeedFan (12.23V in BIOS). Time for an RMA (worth it?) ... and a new PSU.
Silence, and i guess reliability are my main criteria, along with modular cables. I have an i7-860, Zalman CPU cooler, 3 case fans, 2x DVD drives, and 4x HDDs in the case right now (perhaps more later on). I do not game (does SCII count?) much or at all, as I only have a 5450 in there for the HDMI, so that should bring the cost and requirements down.
I am looking at the Corsair HX850 and the Enermax Revolution85+. I probably don't need anything this pricey but the 140mm fans, modular ability, and good reviews interest me. Any other suggestions would be greatly appreciated.

What do you mean by "12.23V in BIOS"? If you mean that speedfan disagrees with the BIOS, you should ignore speedfan and believe the BIOS.

I was under the impression that in the BIOS, it's not under any load at all. Perhaps I am incorrect. It did show a number closer to 12 previously.

We have a couple of Seasonic X-560s and they're fabulous - I can't hear either of them whether they're idling (well, the fan is off at idle load so I suppose that's pretty obvious) or under load. Extremely happy with them. The 80+ Gold is also nice and 560w is more than enough power for your setup... I have a family member running an i7 setup quite similar to yours who's running a 380w PSU and isn't even close to reaching its limits.

edit: CPUID'z PC-Wizard reads it the same as the BIOS. I guess SpeedFan's not playing nice with the sensor. Nonetheless, thanks for the all the suggestions and tips.
