I am down to deciding between these two units. All I care about is the noise level at power output levels less than 170 watts. Which unit would produce the less noise?

Suprised you can still find the Seasonic S12II for sale as they came out with the S12G (basically a non-modular G series). The S12II isn't Haswell compliant (if you want to make use of the new low power C states with Win8) and is Bronze efficiency. Noisewise, it's a toss up. Good fan on the S12II, but audible if nothing else drowns it out. The Rosewell (aka Suplerflower Golden Green I think) has noticable ball bearing noise at lower power.

Newegg offers the SeaSonic S12II 430B 430W for about $60. I don't care at all about Haswell compliance or the difference between Bronze and Gold or whether or not cables are modular.

I might end up going with Seasonic but the Newegg customer reviews for the Rosewill are extremely high.

I have a 5 (6?..7?) year old Corsair HX520 which is a rebranded Seasonic M12 (the modular cable version of the S12). Fan replacement is pretty easy - if you care to go that route.

I have a Corsair HX520W, also, and it's still going strong. I think it's a bit over 5 yrs (warranty).

I'm also looking for a cheap, but decent PSU. Is this a good pair to contemplate?

SeaSonic S12II 430B 430W - $55
CORSAIR CX series CX430 430W - $47 ($55 – M-ver.)

The Rosewill CAPSTONE-450 sounds good but it's a bit more than the others. I'm looking for someone else - for me, I'm building a SFF system so I'll be looking at SFX power supplies.

I like modular but there's a bit extra to be paid for that?

Yes.

I wouldn't get the CX Corsair. Best cheap but decent is the Seasonic SSR-360GP.
