Most quiet 4tb drive and what can make it more quiet?

My current drive sounds like a loud fan even with suspension. Can someone recommend the most quiet 4tb and does anyone make an enclosure I can put it in and put in a 5 1/4 bay? I want it as silent as possible!

I used the logisys silencer and it's not very good. I picked up a 2002C Smart Drive enclosure and it helped some but not as much as I had hoped.
