WD3200BEVT constantly ignoring APM setting

I've tried changing that BS APM setting for this drive from 96 (60) to 128 (80) wia HDAT2. Tried like half a dozen times now, no matter if in IDE or AHCI mode, despite all looks good, DCO accessible, no security set, nothing.

I do the APM change, go to DCO, change something in the security row (usually REMOVE) so the DCO actually changes anything, hit S, program reports that it is set. Upon restarting, APM value stays set correctly.

However, an actual power cycle on the drive reverts it back to that 60 crap which means drive is constantly spinning down. What the heck is wrong with it? DCO not working on that drive or what? :o
