Cooling Processors quietly

What's the best A64 cooler the uses the standard retention frame? I'm getting tired of coolers that require the motherboard be dismounted and/or funky mounting clips.

The Arctic Cooling Silencer 64 Ultra Series (plain, TC, LED versions) use the standard A64 retention bracket. I wouldn't use them on very high end systems, but it should work well (quietly) with any socket 754 and 939 up to 3500+.

asetek vapochill micro (with a replacement fan) just screwed straight on to my s939 board. It's quieter than at least one of my components and it's cooling an X2-3800 with twin instances of climateprediction.net (a BOINC project) running.

How about Thermalright SI-97A. I think it is supposed to be on par with the XP-90. I almost got one but went with a XP-90 because it was a little cheaper (~$7).

I replaced a Zalman NCPS-7000 with the AC Silencer 64 Ultra (because the Zalman conflicted with the heatsink on a new fanless videocard). I can't speak to the other heatsinks mentioned, but to my ear the AC was easily as quiet (maybe quieter) than the Zalman.
It was a lot easier to install than the Zalman, and it feels more secure.
