A fan in sandwich configuration will have a harder time moving air through the grills since air has to pass through two restricted areas (intake and outflow). In order to develop equivalent air velocity as a fan only pushing through resistance, it has to spin faster translating into more noise.

As proof, you can look at the table from frostytech between the 9900 and 9700:

No difference in temps in 130W, 1c worse in 85W and 5db noisier.

with the 9900 and 9700nt comparison i notice a few things

the 9900 has a shroud around the fan with exhaust holes
anything not easily pushed through the grills is just blown out the sides
this would reduce the overall cooling effectiveness
the shroud also produces noise (rattling). taking off the shroud reduces it
it would also reduce cooling effectiveness given air escapes even easier

they specify for the most part that the fan on the 9900 is 120mm
in the acoustic results they say its 92mm. i'm guessing it's just a typo
the 9700 standard has a larger but louder cooler than the 9700nt
it is, however, more effective at cooling than both the 9900 and 9700nt

not sure on x-bit's quality of testing for coolers

i'm wondering about the frostbite though as it seems more 'sealed'
if there is too much resistance on the intake, it can't suck in from the sides
if there's too much resistance on the outtake, it doesn't blow out the sides
the fan is slower than the 9900 but not the best indicator of noise
hence i'm wondering if anyone has had experience with the cooler

thanks for your thoughts though. it's given me something to think about
