Has anyone else seen this? This seems absurd...I must know more!

After some digging, I've found that this is a PCCooler Red Sea Extreme. The base is (I believe) aluminum plated with copper, while the heat pipes and fins are all copper.

It's got quite an accessory kit, but I wonder how it performs.

Hmm 45 dollars isnt quite a lot of money. But it still is dealextreme (good for cables/adapters/cheap stuff). I prefer to have a goot brand for my cooling.

What brand is that? It only has 3 heat tubes?

The brand is PCCooler. Supposedly they're a fairly reputable Chinese brand (in China, at least). The only information I could find around here is regarding their copying of the Zalman 7000. viewtopic.php?t=14653&highlight=pccooler

This particular cooler (and the rest of their current cooler lineup), however, seem to be original in design --though not original in concept, of course.

Note that MikeC discouraged buying from this company, due to their infringements in the past. They seem to be creating their own products now...whatever that's worth.
