The Noise Blocker fans are mentioned several times in this forum (Search). They are better than average, but not terribly good.

I got an 80mm xinruilian sleeve bearing fan with my previous case, haven't used it much because it has no RPM monitoring ability. They make a lot of differently shaped fans for some reason. I heard somenhere here that they're one of the manufacturers of cheap zalman fans, I guess I'll check if that 8cm fan starts up at very low voltages like zalman ones.

Tried the undervolting, like a ZMF1 it worked up to 56 ohms on the 5V line, at 89 ohms, it needed a push to start. Too bad their 151 and 171 mm fans are all ball bearing. ( http://www.xinruilian.com/producta/searchall.asp ) I would guess their 70mm fans would be useable if you needed one of those, and the 60mm ones go as low as 2500RPM, I don't remember hearing of any 60mm fans that slow.
Edit: I was wrong, silenx fans go slower.
Their 172mm AC fans are available with sleeve bearings, I wonder if those could be useful.
