how does a mobo control speed via 4 pin connectors?

How does newer mobos with 4 pin connectors vary fan speed?

will this wiring be enuf for a mobo to control the fan speed?

No, the 4 pin via motherboard fans are PWM fans, they use 12V bursts to control the speed rather than adjusting the voltage. There is a specific pwm control wire for them.
