Can't seem to make my computer quiet

My rig:
Core i5 2500k OC 4.4GHz @ stock voltage
Cooler Master hyper 212+
Gigabyte GA-Z68-UD3H-B3 rev1.0
Corsair Vengeance 2x4GB DDR3 1600
No Video card currently
WD Green 2tb x1 + 1TB x2 Seagate
Corsair VX550 550w
CoolerMaster Storm Enforcer

My fans include that stock fan that comes with the hyper 212+
The stock 200mm Red LED fan that comes with the case and a second one that I installed in the top
The forth fan is the 120mm that came with the case
Total = 2x200mm + 2x120mm

The problem is that noise coming from the fans even when the system is at idle. Even if I unplug all of the fans except for the CPU fan it is still a bit loud to me. Before I had a much cheaper system: i5-750, OCZ Vendetta 2 cooler, AsRock p55m pro, ATI 5770 in a coolermaster 341 case. It had a crap case and graphics card but it was much quieter. This case has far superior cooling, cable management, airflow and larger fans.

Looking at AIDA64 CPUID my core voltage is bouncing around 0.8-0.9.

How do I make this computer quiet?
Are there some BIOS setting I can tweak?

I think you can start by replacing the 212+ fan...and you can also get rid of all +140mm fan, big 200mm fan are sometimes not that silent :/

Edit : if fan speed is 1000rpm, start by reducing it Check the bios to see if there are some options to do that.

I set it to silent in BIOS, my large fans are quiet but I can't seem to adjust the CPU cooler fan

You could try setting the BIOS Smart Fan Control setting to Manual, and then seeing what the result is if you set the Slope PWM to its minimum value. If this does not reduce idle speed enough, then replacing the fan with one with a more controllable speed may be the answer. The Scythe Slip Stream adjustable PWM Fan SY1225SL12HPVC-V has a manual control where you can dial the idle speed you want (with the BIOS set to one of the Auto values such as Silent). Try to stop your PSU fan when te system is on, if you haven't done that already. Also, see if the harddrive cage makes a lot of vibration. If so, the system noise might be caused by harddrive vibration.

Agreed, even very good fans and well regarded fans need to be run at about 500-800 rpm in order to be quiet.

Use the Gigabyte easy tune to adjust the fan speed this will write the setting you make to bios so you don't have to have it auto start to take effect.
Personally whilst I like the coolermaster heatsinks and they are priced well, it's worth swapping out the fan for a better one, even so you should still be able to get it pretty quiet with lower rpm's
