Lowest RPM PWM vs ULN Noctua NF-A14

Hello, currently shopping in the US (as in my country there either arent enough models ir are 2-6 times more expensive), so im linda in a rush.

My board has PWM fan slots, so im trying to find which Is the noise level of the NF-A14 PWM to know if it can be quieter than the NF-A14 ULN.

The NF-A14 PWM can be dropped to 250rpms on PWM control where it would be inaudible, picture at the bottom for the PWM behavior curve.

That said, i dont like the sonic signature of the NF-A14 PWM, to me above 800rpms is not pleasant, imo there are better fans, be quiet! BL067 SILENTWINGS 3 PWM, its a much better fan, also included the PWM behavior curve on the bottom.
