I need to put together a new computer for family, for basic stuff like the web and email. It just has to be quiet. The cheapest pre-built system I can find locally is based on a Celeron D 331. How loud is its stock fan and would it be possible to simply lower the fan speed to say 5V without overheating? The last budget system I bought was Duron/Athlon-based and it would crash if the very whiny stock fan was turned down.
In any case, I'm open to suggestions on a low-cost, quiet CPU+HSF+mobo setup. Thanks.

My socket AM2 Semprons 2800+ runs very cool and quiet also (though ironically it doesn't support Cool'n'Quiet).
I had Celeron D in the same SFF case tugged in the same TV cabinet in my bedroom and here are the numbers (°C)
Celeron D : idle (48) load (~70) - stock fan screaming at full speed both idle or load
Sempron : idle (38) load (~50) - stock fan with Asus Q-fan enabled (1200-2200rpm)

ECS K8M800 M-2 is a low $ 754 mobo that had especially good user reviews-few problems-on New Egg user reviews. New Egg has an OEM Sempy Palermo 2800 real low $...that mobo + chip adds up to about $70.
Stick a Ninja on it for silence and to give that cheap combo some bling.
Look for the HiPro HP 430PA3 PSU,just over $25 and it got very nice reviews,not the quietest-but pretty quiet. nMedia's 400w with 140 mm yateloon fan is quieter,$15 more...but the high pro had a lot of reviews and very few were negative. Nobody doesn't like Seasonic,but their 380w is 3x the $ of the Hipro
Coolermaster has a 120 mm fan that is 700 rpm. Maybe not as nice of bearings as a Nexus-but half the price and you don't need to undervolt/fan mate it.
Samsung makes nice quiet HDs AND DVD burners. I can't live without my cordless rechargable Emprex mouse.. really great if you do Photoimpact/Photoshop. Chaintech AV 710 soundcard amazing $22 and uses the Via Envy 24 chip used in studio cards from M Audio, Terratec etc....WAY better than on boards or Creative.
