CPU Cooler ( Medium Budget, Silent)

Hello. I managed to break my intel stock cooler and now i`m in search for a new CPU cooler. I know at lower budget is hard to find a good cooler that also could be more silent then stock cooler. The hardest part is : in my country (Romania) is hard to find a lot of products online :( so i hope i can find the cooler u will suggest
Till now i found 2 coolers that seems to do the job well in the middle budget market
Xigmatek Red Scorpion S1283 ~35 Euro
ZEROtherm ZEN FZ120 ~30 Euro
My speccs:
Intel Core2 Duo E6750 2.66 / Gigabyte GA-P35-DS3 / 4 x 1 GB Corsair 800 CL5 / Antec P182
What stops me from getting the Zerotherm is the fear that my motherboard will get more hot because the air from the CPU cooler will not hit the mobo and go directly outside the case. Atm i have ~40-45 temperature on mobo and would like to keep it this way without increasing fan speed ( more noise ) on my 3 coolers from Antec case
I hope they manage to get inside my case, it`s pretty big :P
Would also like to control the fan speed on PWM like intel stock is

P.S. Sometimes i do a moderate overclock to 3.0 or 3.2 from stock 2.66 but usually i don`t overclock, so the biggest priority would be lower temps at idle+load and try to be quiet :)

Arctic cooling freezer extreme is little over 20 euros in Germany but I don't know how expensive it is over there in Romania or if it is available at all. Otherwise it would fit the bill of a budget cooler.

Thank u for your reply`s guys.
Since i don`t find the normal Xigmatek anymore in Romania i will get the Red Scorpion edition ( pitty we don`t have yet Dark Knight edition, or i did not see it anywere )
What u think of this combo: RED SCORPION-S1283 + Crossbow adk i7751 + AC MX-2 ?

P.S. burebista , by any chance u know who is the dealer (importer) for this products i mentioned so i can order from them not from normal online sites ( retailers ) ? :P

Man all those are ~$65. TRUE/Coolermaster Z600 + Nexus fan are at same price and better than Scorpion.
