The Nexus will work just as well as any other 120mm fan PSU. Placing them upside down doesn't matter at all.
Seeing as Amazon also has a sale on the Seasonic G-Series I'd still recommend this one. Just for being newer and 80 Plus Gold certified.

The best heatsink for low noise out there is the Thermalright HR-02 Macho. With low airflow (=low noise), none cools better.

You could go Mini ITX with a Silverstone SG08, for example. Or a Lian Li Q08, Q11 or Q18. They have the same "PSU above the CPU"-issue that the SG03 has. The TJ08 is the smallest case that fits a 3-slot-card and a tower-cooler. It is significantly smaller than a regular mATX-case, more than the 7-8 cm less height and width might suggest. It's not shoe-box-sized though.
