It should be fine, the 4th pin is for PWM. PWM fans can still be controlled with voltage. PWM just gives you a little more precision with the control, though it can also cause a clicking sound.

If it isn't for gaming you probably don't need a ton of speed out of your CPU either... All of the top rated heatsinks should be able to cool a 65w or lower CPU passively.

With GPU and CPU just monitor their temps. You should be fine as long as you don't decide to overclock everything, stress test it and have the case exhaust into itself. Your best bet is to probably just replace the fans on the twin turbo and stick that on the 9800GTX+. There is no reason to spent another ~$100-$150 on a graphics card. The biggest problem you will run into is that you are looking at cards that can use ~100w and there is no easy and quiet way to cool...
