Because Thermalright does not provide reduction for the fan that would fit into pwm connector on card. You would need a reduction vga pwm to normal fan pwm which can be found only on ebay - than it works. It may be quieter than before but it's neither quiet nor silent. At idle, fan is spinning at ~1400 RPM and I can hear it from my doorway from 4-5M away with the card inside a P183 case with the front door closed. Hmm... You can set fanspeed down to 0% in Afterburner, but you have to set your own fan speed curves under settings.
