I would strongly recommend looking into a standalone NAS. I had vaguely similar requirements to yours and it was only when I got my NAS and started to explore its feature set that I realised actually it would probably replace a proper server for lots of uses... Essentially only the eye-wateringly expensive i7 models have an unlocked multiplier... so raising the speed of the 'bclk' on cheaper models is the only way to overclock.
