I got the S-clip installed. It turned out that rotating the heatsink didn't actually make more than a few degrees' difference, at least with both fans still attached. Or you could mount the case fan on the lower position of the heatsink (without changing its position) and use a bottom-upwards flow. ...

My rule of thumb says anything over (or even close to) 20C over ambient is not good as from cold start it is highly likely you will exceed the drive temp gradient specs (used to be 20C/hour - haven't read a spec sheet for a while). I agree that 100% CPU will not be needed often, but I know it will be used occasionally (e.g. when compiling big stuff) and I'd rather be safe.
