According to FrostyTech in their 'top ten lowest noise CPU coolers' table, the 4th quietest CPU cooler in existence is the stock Intel Core 2 Duo fan heatsink?

Changing your heatsink to anything else would be total waste of time and money. You have the optimum heatsink for your purposes in your hands already. I note that the Antec Solo includes the highly regarded, upgraded, fabric versions of the P150 rubber 'O-rings', for the HDD mounting.
