The worst is actually intake, at least when I tested. I creates some odd backdraft that you can really notice, even at lower voltage (3,5V) with all the elite fans.
I ended up not using a side in take but using the slot in the bottom of my case (Fractal 3000). That solved it.

If all fails, get BeQuiet!'s (no matter which way you look at it, they're the best, sorry). It's the only fan that was bearable for me as a side or bottom intake. Also take not that (side) intake fan is the most difficult position to get a quiet solution for.

Furmark will do the stresstesting, display temps (also graph them), display GPU voltage, and also display fanspeed as an RPM and a percentage. And to answer the OP (almost forgot that): most games nowadays are shameless console ports. They never max out a hight end card on a 1080p resolution. I guess it depends on many things (ambient noise, ears, rig, etc) but I also get the feeling that there are some bad AXII's around. Maybe problems with the PWM signal?

This baffles me. Inaudiable at 30%? I had to mod it down to 10% on a 580 for the AXII to be quiet. Either my card's bios was different from the start (i.e. my 10% was your 30%) or we all have very different ears

Get creative and remove the fans of the cooler (even so called quiet aftermarket coolers) en strap on a good quiet 120mm fan or two. Lock it at 7v and hurray, quietness.
It works wonders if your case has a decent airflow and it's dirt cheap.

Oh well I ended up removing the fans from the accelero twin turbo ii and strapping 2 120mm scythe slipstream 800rpm fans onto it instead. I then undervolted the fans to 7v, so they should run with 470rpm. The result? furmark maxes out at just velow 80 degrees. And I have a little bit of trouble hea...
