Did you measure the current through the fans? Just a thought but maybe the circuit is adjusting fan current in proportion with the output? That would certainly explain a few things...

Hmm, not quite sure how that contradicts anything said here? The claim that PFC reduces efficiency is interesting but hardly surprising, as PFC introduces additional circuitry to the PSU. As ever, efficiency is the figure to look at when buying a PSU. The power factor is fairly uninteresting.

Fridge cooling idea seems strange, but keep in mind, all new inventions or innovations all look strange in their first appearances, the history has proved that. Nonononono.... Your fridge has to work a little harder because it now has to cool your PC in addition to your groceries, so the compressor is growling more often.

Sounds like the CPU voltage regulator on the motherboard is faulty or suffering from heat problems. As Ralf pointed out, a 0.2V drop in vcore is not normal even under maximum load. Try upping the RAM voltage to 2.8V. The 865PE chipset can be really picky about RAM, especially in dual channel mode.
