Looks like a Zalman to me. 2 heatpipes, maybe it's the new ZM80D-HP?
I'm completely satisfied with my 80C on my 9800 Pro. No fan, bad caseflow, didnt affect the CPU temp, and no problems!
But I will get a low speed fan for it anyway.
Gainward/Nvidia goes Zalman/"Ultimate"?

Not identical, the heatpipes of the 80D are mounted in different angles. From Tom's Hardware

It could be any of the Zalman copycats, like Thermaltake, who have ZM80 rip-offs as well.

PS Rip-offs or not, the Thermaltake heatsinks do perform reasonably well, if one changes the silly fans to something more useful.

Doesn't look like any of the known Zalman knock-offs. Heat sinks actually look very big.
