I would have a couple of questions to ask:
1) Among these three video cards, which is the quietest (both in idle and in load)?
- Asus GTX GeForce 1060 GTX DUAL 1060 O3G
- GIGABYTE NVIDIA GeForce 1060 GTX-G1 gaming 3GD 3 GB GDDR5
- MSI GeForce 1060 GTX Gaming X 3G
- MSI GeForce GTX 1060 GT OCV1 6 6 GB DDR5
2) Since I'm assembling a PC that has to be absolutely silent, I do not want to hear, at most I can hear a slight hiss while playing, these components can be fine?
- I5 7600 CPU / I7 7700
- MSI Motherboard / ASUS / GIGABYTE H270
- Case Fractal Design R5 Black
- CPU Cooler: NOCTUA NH-D15 or NH-D15S
- Power Supply: Corsair VS650 CP9020098 EU
I do not intend to install more fans and I do not intend to do overclocking. Do you think I can get what I want?

Not with that PSU (Corsair VS650 CP9020098 EU), while the Noctua twin tower cooler is absolutely useless with a 65W CPU.
I guess you should re-balance your parts selection (AFAIK the ASUS Dual and MSI GT are not semi passive: check Steve's thread).

As Luca mentioned, the big Noctua coolers are overkill for these CPUs. You can drop down to the 120mm Noctua towers or try the Scythe Kotetsu.
Also, I don't recommend building with Kaby Lake just now. Wait 2-3 months for the inevitable bugs/firmware updates to settle down.
