Seasonic M12 - remove the 60mm fan?

Just wondering if i could just cut the 60mm fan off and remove this fan: http://www.silentpcreview.com/article676-page4.html <-- details are in the review.

It never spins up really and i don't think it's neccesary.

It's bugging me to have it there! Any concerns about doing this?

I wouldn't do that. That PSU is not exceptionally efficient, so it needs quite a lot of air moving to remove the amount of heat it creates. However, if even you find it's basically not moving, why would you want to do that?
