Sure, but I'd contend that fraction of non-gaming rigs that *really* require a high power CPU is small; and that non-gaming rigs that don't require a 95+W CPU and are sensibly configured can be cooled close to passively anyway.
What is it you're doing that a 65W CPU can't do (that can be cooled semi-passively these days anyway) using a heatsink that costs less than the rest of the PC put together?!
