This "Zalman Noiseless Resistor Cable RC56" by any chance?
It's a simple resistor that drops the voltage the fan sees. As you're finding out you can significantly cut noise/airflow with surprisingly little compromise in temps.

Wow, that is exactly the resistor that comes with AcoustiFans, length of wires, color of the plugs, color of the resistor and all!!!
